usually, there is no problem to build PCB even if you are a student (again, depends what kind of PCB you are designing). I use “Exception PCB” company (for high density PCBs – these may be very expensive for prototypes … in thousands of EUR) and I use SQP International for cheaper PCBs (http://www.sqpinternational.com/ ,,, these cost in hundreds of EUR).
To assemble boards in an assembly house for student/hobbyist can be costly (hundreds or thousands of EUR + component cost). I use http://amset.sk/ If you pay, they can assemble also small quantities, but be aware, in many cases the price to assemble 5 boards can be almost same as assemble 100 boards (of course, price for assembly only, not speaking about component price)

If you need to manufacture your own board, you may want to try to google some companies which are located in your country or you may want to find some through exhibitions. Be aware, not every manufacturing company will give you expected quality. You may want to try several of them before you are happy.
